Although the picture was learly taken at the same time as the one from the first article. I have no doubt that was intentional on the part of the photographer and/or journalist. “OK, let’s get one frowning for the first story, and get one smiling for when the issue gets resolved.”

This is another one of those stories where, before reading a single word, i said to myself, “I’m betting that this is in Florida.” The tinpot despots that run local government down there are beyond belief sometimes.

Florida is the place I would have credited this to also.
