IMHO, if a wacko terrorist had access to chemical or biological agents, he would’ve used them already. Consider: you could either train suicide pilots, get them through airport security, hijack a plane, etc; or you could just release an aerosol spray of anthrax into the air. Which would you pick first, if you had a choice? Binny went with the most logistically difficult plan possible; ergo, he had no choice. Ergo, relax.
