To defrag in XP, you have to go through the properties of the drive in question, it should be under tools.
And the reason Photoshop is slow is because it’s huge. I have 6 on my WinXP pc and it’s a monster to startup.

If Photoshop was a recent installation, the program files may be fragmented as well. If the defrag doesn’t fix things up, you might want to try reinstalling it.
If defrag seems to take forever, try using Power Defrag.
XP Home defrag has a wonderful little photo of what your HD looks like before & after you defrag. If you haven’t been doing it weekly, it takes a looooooong time to defrag.
More memory might speed up Photoshop.
