01000 - 02799 = MA
02800 - 02999 = RI
03000 - 03899 = NH
03900 - 04999 = ME
05000 - 05999 = VT
What’s unusual is that 05501 is assigned to one Federal office building in Andover, MA, while the rest of Andover has a normal Massachusetts Zip code. Now, this office gets so much mail that they need their own Zip code, but why do they get a Vermont Zip code?

It’s the IRS office. They’re just letting you know that they can use any damn Zip code they want to, buster… 
has anyone offered Ask.Com then literally enter the question?
