While I seriously doubt any modern military has a zombie apocalypse plan, while serving in the Canadian Army in the early 90’s, zombie movies came up in my platoon one night and we made our own zombie survival plan. There’s been enough zombie movies combined with lots of bored soldiers that there are probably countless UNofficial plans for a zombie apocalypse.
Our plan was that a zombie apocalypse was highly and easily survivable. While the first days would see large casualties in urban centers, especially on the coasts where there are large population centers, the middle of North America has too much MMFA(Miles and Miles of Fuck All). Since many small towns have limited medical services, any serious medical problems are sent off too nearby cities. This means smaller numbers of recently dead for the initial outbreak, and as many farmers have firearms the initial recently risen would be wiped out quickly. Zombies on the Great Plains heading for a small town USA would be seen coming from miles away, and one redneck with a deer rifle could easily deal with stragglers, as it’s doubtful if every zombie from an urban area would all leave town and head in the same direction at the same time.
Coastal areas, especially the northeast US, which has large population centers fairly close together, would have high casualties but less than you would immediately think. The recently dead who would be the first zombies aren’t that dangerous as whatever killed them in the first place would leave them weak (Cancer patients, for example.) As well, Grandma chewing Juniors face off isn’t as scary if Grandma doesn’t have her dentures in.
Police and military would have some high casualties at first, as both are trained to shoot for the torso, but both are trained that if your rounds into the torso don’t put your target down, your target is probably wearing body armor so you go for a head or pelvis shot instead (nobody is walking very far with a broken pelvis.) Once the head shots are seen to work, somebody will get on the radio and broadcast to everybody in range.
Since many military posts are away from urban centers (locals get so cranky about 155mm howitzer shells going off at oh-dark-hundred) the military can then begin clearing out urban areas. One method we came up with was sending armored vehicles through cities on “Thunder Runs” with the noise of the vehicles drawing zombies out into open areas where heavy weapons and air strikes can be brought to bear. Drop a 1000lb JDAM into a crowd of zombies and watch the body parts fly, (or as the song goes "Napalm sticks to little children/ All over the world.) Shock waves can pulp internal organs (such as the brain) and a zombie with a leg blown off is less dangerous than a fully mobile zombie.
Second phase would be to send Armored Personal Carriers into urban areas with squads of troops. There are many schools and shopping malls where the roof could be easily accessed from the roof of an APC, but not by a zombie standing on the ground. The open school yard or parking lots around makes shooting zombies easy. 6 or so troops carrying lots of ammo could set up with 3 or 4 shooting while the rest keep watch for any high jumpers. You wouldn’t need sniper rifles, just regular M-16’s. Most of my platoon in Basic Training could put most of their rounds into an area the size of a human head at 100 metres with iron sights. The APC stays nearby buttoned up to extract the troops in case of emergency. The noise of gunfire will attract all zombies in hearing. It would also be possible to Grenade or Claymore fish once the building is surrounded. Tie a string to a broom handle and a grenade to the other end of the string, pull pin and dangle at head height. A Claymore mine (Claymore mine - Wikipedia) dangled at head height would also work.
Once no more zombies come out to play, then the troops go door to door and room to room to clear out any remaining zombies and find any hidden survivors. You would only have to do this in southern cities, as the first winter would wipe out the zombies. Google frostbite and tell me that kind of tissue damage wouldn’t destroy a zombie’s brain.
One poster thought that a zombie horde would be able to stop a modern armored vehicle. Assuming a large enough mass could surround 27.6 tonne Bradley to stop it in it’s tracks, so what? The crew stays buttoned up inside with the engine off until the zombies lose interest and wander off or another Armored vehicle can come along and either shoot a bunch or just draw enough away for the first vehicle to get moving again.
A scenario like George Romero’s zombie moviesi s highly survivable. Even 28 Days Later would be survivable in North America due to distances for the infected to travel. Only an I Am Legend would be a problem (Romero admits he got the original idea from the novel,) a airborne virus with a dormancy period between infection and appearance of symptoms, with the survivors being those who are naturally immune.
