If Starscream held Megatron in 'gun' form, does that make Starscream the 'top' ?

Megatron and Starscream had amusing chemistry in the old Transformers cartoons. Both of them shared some common goals along the whole world-domination get that Energon line. But they also bickered needlessly.

This makes me wonder how Megatron could trust Starscream enough to be his 'right hand man' (literally! ).
