I know this futile, but does the OP know that what we call a hurricane, as opposed to a tropical storm, is completely arbitrary? And if we use metric units, you get a different number? I know God uses British units and all, but maybe he should upgrade to metric…?

There’s nothing magical about the number 74, whether it involves God or otherwise. As for hurricane wind speed, it is the point where an eye starts to develop, although in practice you will never see a hurricane with winds reported at 74 mph since they use increments of 5 knots to measure wind speed (converted to 5 mph increments in public advisories).
