I know the U.S. Mint is issuing special pennies for the Lincoln bicentennial. Are they being released into circulation, or just sold as collectors’ pieces? I haven’t seen any.
I’ve found two of the three (I think) that have been released to date in circulation.
I found three of them in my change bin 30 seconds ago.
I’ve seen the first and third one, but not the second one. I haven’t seen any of the territory quarters yet.
The thing is, I usually start seeing new pennies around February or March. Here it is, mid-October, and I haven’t seen one yet. Are people hoarding them?
I’ve seen plenty of 2009 pennies, and 4 of the territorial quarters.
The mint is so busy making so many different products, they are running way behind a normal year’s schedule. Try to find 2009 dimes and nickels. Even harder.

Wasn’t there a law in place that limited design changes to no oftener than 25 years, unless superseded by explicit act of Congress?

I’m not really “getting at” aything – I seem to remember there being such a law in place, and I presume it’s since been repealed (or regularly superseded), owing to the wide range of design changes in recent years. I was, tangentially, inquiring about it.
