The Commissioner has ruled that the recent murder-suicide-incest case cannot be included as the bodies were found so far apart that the murders did not occur in a single emotional event. (Four dead include father, daughter charged with incest, baby: police)

Their "accepted definition of a mass shooting — four deaths excluding the shooter in a single event " which I believe was your question at one point.
