That is correct.
IIRC, way back in the early days of the pool, it was done differently. You took the sum of the prediction and compared it to the sum of the actual score. Which gave the insane possibility of:
Doper 1 predicts 63 - 0 - sum is 63
Doper 2 predicts 33 - 28 - sum is 61
Final score is 33 - 30. - sum is 63
Doper 1 wins.

I believe margin of victory was also first tiebreaker for a while, so you could have something like
Doper 1 predicts 3-0
Doper 2 predicts 24-20
Actual score is 23-20. Doper 1 wins.
