They thought the dam was breaking up under water. Divers do an emergency check on the dam. A mass of sturgeon are found at the base. They mention 60,000 sturgeon with this incident, which is amazing. Article here.

Wow, that’s a lot of fish. When I first watched the video, I was wondering what gutsy diver they got to take that footage, and upon further reading, found that it was a submersible. Thank god. I know they’re plant eating fish, but they still scare the beejeebus out of me by their sheer size. Nice article though. Learned something new too, sea lions eat sturgeon. huh…who knew…
