9/10 of 1 cent?

Now I understand the reason behind charging $1.53 9/10 for a gallon of gasoline, because it seems so much cheaper then $1.54. But my question is, why doesn’t, or even why can’t anyone else do that? Secondly, if I go up and pump 1 gallon at that price, I will be charged 1.54, so why can't a loaf of bread be .79 9/10 but actually cost you $ .80?

Actually, a lot of merchandise is priced at, for example, 2 boxes for 99¢ – and if you buy one, it’s 50¢.
