It’s creepy. I compliment my co-workers (mixed gender) and sometimes they compliment me but the persistent complimenting of one person only in a workplace? It’s completely skeevy.
You hinted strongly that you didn’t like the comments. He chose to ignore your strong hint. He can still legitimately claim that he didn’t understand that you didn’t like the comments.
Next time you gotta say it: “You are making me uncomfortable Bob, knock off the comments.” Don’t make excuses or explain, because that allows him to counter your explanations.
There is a grey area with this type of comment where it is difficult to tell whether a person is being nice or creepy. Once you say, “I don’t like that”, it is black and white. It is everyone’s duty to not do that to you anymore, even if they really, really, really were being nice. Because if they are actually trying to be nice, they will do as you ask.
