I know who the guy wearing the hood is. He was quite well known for never appearing in media, and often on public, without it. Like I said, I know who he is, but does anybody want to take any guesses?

As an aside: Regarding the hooded man’s identity, it is Igor Gouzenko, who defected from the USSR to Canada back in the 1940s. He brought a lot of Soviet secrets with him. The hood was so he could not be identified. See here:
