It’s not a mystery what happens. Sam pulls some MAGA-generated talking point that he eagerly lapped up a few days ago out of his ass and when called on it, does a quick Google search and then points to the first few hits that he assumes support his claim (of course not reading anything beyond the headline, if that much).

That’s insulting to canines. Canines react honestly, good - bad - indifferent, unless trained (by humans presumably) or bred for characteristics that are harmful.
Sam is willfully, arrogantly, and unapologetically dishonest and harmful. Dogs have value, Sam DOES NOT.
ETA - I should say, dogs have whatever value you place on dogs (as family, companions, or irritants depending on your personal views) while Sam provides little or negative net value to the board, he may provide value to his personal friends, even if I disagree.

I really do believe that there has to be room for grace when or if a person who has done wrong asks for it. But along with the ask, there has to a genuine apology and no more of the wrongdoing.
I value this place. It’s very important to me and so I understand how Sam would value it too. But because I value this place, I don’t lie to people. When I make mistakes, I try to acknowledge them and learn from them. It would never occur to me to treat someone I value with the disrespect that constantly lying to them is.
Anyway. Sam, just be better. Or be best, if you prefer.

Mososaurs had a vertical fluke but I’ve seen some speculation that plesiosaurs had horizontal flukes. Of course, plesiosaurs also had fully developed hind fins.
Maybe they’re internal?
They don’t have visible gills, but I’ve never seen them portrayed as needing to come to the surface to breath.
