Dreamweaver from Macromedia is good. Very good. More info here.
Also, it works really well with shockwave, flash, freehand… I suggest you look into it.
Ain’t nothing beats Notepad.
Macromedia Studio MX. Nothing else in even in the running.
For basic *.html editing, Adobe GoLive is very solid. Been using it for several years now.
