Mostly because the industry is in the process of transition. Nobody really knows what the best length is to run ads or measure viewership and so everybody is experimenting. It will reach a new equilibrium at some point. The problem is that the longer the measurement period, the more it costs to gather the extra data. Somebody has to pay for it. The networks pay Neilsen and then get money from the advertisers. But without years of hard data the networks don’t know just how to price everything. And the advertisers don’t know how valuable those late viewers are. So nobody will be willing to fundamentally change the model until they forge agreements on how to balance the charges.
