In the Address bar copy and paste or type chrome://flags/#power-bookmarks-side-panel and click enter
Change the pull-down to the right from Default to Disabled
In the lower right corner click Relaunch
That should do it.
I hate when companies/developers do shit like this and don’t make it obvious how to turn it off.
If you remove the all bookmarks bar, can you restore the other bookmarks folder? That’s my main way to access sites, and I was very frustrated to lose it.

The method I wrote up leaves the Bookmarks bar as it was and just removes the new “feature” the Chrome developers decided everyone needed by default.
If you disabled/hid the bookmark bar, just restore and then follow my instructions and you should be back to how things were pre-update.
