Dr Paprika, we do have a season called winter down here – some years even with a dusting of snow! 
Manny, like many Northerners, they went where the weather suits their moods and the money is better.
(P.S.: In North Carolina, we grow our own Senators, even if we do send 'em off to Washington for a little seasoning before we elect them, as seems probable will happen to the new one. You’d think with 18 million people in the state and a couple of million in the Big Apple, you could find more than one native New Yorker worth sending to the Senate.)
