A little context would be nice, but on the surface of things, they look like Grade A assholes of the highest caliber. Makes me want to strap on a bomb and go blow the fuckers up myself.

Someone please explain for those of us who can’t watch?
Some (apparently) American soldiers in the back of an open bed truck thingy holding out a water bottle towards an (Iraqi) kid, about 8 or 9, and telling him to run. And run, and run, as the truck is driving away. The kid is joined by other kids, who one by one fall back, exhausted,until he’s the only one left (this is a minute or so of running at a good clip). Finally, they throw the water bottle down, only to laugh when a group of older kids (teens?) run into the street from the side of the road and get the water. Throughout, the soldiers are laughing and jeering, exhorting him to run for the water.
It’s a total “Dance, monkey, dance!” vibe going on.

It looks as though someone who is sitting on the back of the truck is holding the camera. It’s handheld, and moves a bit, but stays focused on the kid running. No cuts. All you can really see of the soldiers is the water bottle in someone’s hand - being held out like bait.
(And the video cuts off as the truck drives away from the pile of older kids around the water. While it’s possible they turned around and went back to give the running kid another bottle of water, it seems most likely that they just drove off.)
EE, it’s a video of what appears to be the back of a military vehicle, with kids chasing the vehicle down the street. Why are they chasing? Because one of the guys in the back of the vehicle is teasing them with a bottole of water–acting like he will give it to the kids if they can catch the vehicle. Two voices are heard mocking the kids–presumptively the guy with the water bottle and the cameraman. At the end, after one child has run a pretty long way, the guy drops the bottle–which of course, is taken by a group of larger boys standing on the side of the road.
Doesn’t appear to be criminal, but it is assholery of the first degree, and damn sure ain’t gonna win any hearts and minds.

Video shows a group of US soldiers on the back of a Humvee(?) with a bottle of water. As they are driving thru a city they taunt the children with it and the video shows them chasing after the soldiers for the water bottle. It ends with the soldiers throwing the bottle into the street and a group of children fighting for it. The soldiers laugh because the one child that had kept up with them the entire time wound up not getting the water.
And you wonder why some of them hate us so much.
Well, the soldier’s behavior is much better…but I find it oddly disturbing to view an armed soldier, in what appears to be battle armor, playing with children.
There aren’t words for how reprehensible, immature and just plain disgusting that was.
