Another double-meaning question (TV station slogans)

KTRK (Houston, TX ABC station) had “13 Cares About Texas” as its slogan starting in 1992 (albeit it was often read as “We Care About Texas”), and, IIRC, that is still used today, at least for PSA’s (the news slogan today is “Houston’s News Leader”).

What I’d like to know is, when they first started that slogan, it was seen on Eyewitness News, and WRT, did this slogan have a double meaning of:

  1. actually caring about the State of Texas
  2. caring about how Texas was reported (not to mention Houston and its environs)?
