Senator Roth was probably most remembered for co-authoring the Kemp-Roth tax cut plan with then Rep. Jack Kemp (R-NY), and creating the Roth IRA. Interestingly, Roth won five terms in the Senate starting in 1970, and ran unsuccessfully for a sixth term in 2000, where his age (at the time, 79) was considered a factor in his defeat by Gov. Tom Carper, a 53 year old democrat.
