Certain programs let you do this.
In Firefox, for example, you can go to about:config and set layout.scrollbar.side to 3. But that only works in FF.
I’ve subsequently found an app, WRKill, that has the scrollbar on the LHS, so clearly this Microsoft spokescritter must be mistaken.
There are individual applications that do this, such as OneNote for Tablet PC (which I have). But apparently there is no switch or add-in at the OS level that traps requests to display scroll bars from *all *applications and allows them to be displayed on the left.
