Not in the US, you don’t. You do need one to solo, but not for dual instruction.

If you want a career in aviation, consider joining the military - you’ll get trained for free, get paid, and when you get out you’ll be ready made to join a commercial airline.

Of course, while this is a great idea if you can get in, keep in mind that there are far more people who want to be military pilots than there are actual jobs flying planes for the military. If you want to try this, talk to a recruiter and find out what your chances are or getting in. If they’re fair or better, I say go for it.
