Like most things, it depends on the situation. If I give my friend the finger after he cracks a bad joke, it’s funny. If I flip of someone on the street, it’s rude. Pretty much the same thing with blowing raspberries, except I can’t imagine doing that because I was mad at someone.
I hope not. Last year I was flying home from Seattle and some lady kept prattling on and on about how Penn State was going to kick the crap out of my Buckeyes. (Yeah right.) So after a few minutes, I blew a raspberry. It seemed to work. She didn’t say anything the rest of the flight. Of course my boss refuses to fly with me in first class any more.

And I think raspberries, the kind intended, are rude, especially for adults to do.

Just in case you aren’t whoosing - are you really asking if sticking out your tongue and spewing spit at someone might be construed as rude? Yeah, I’d say that in proper context it is silly, and outside of that context - spitting at someone is generally considered rude, even if you make farting noises with your mouth while you do so.
But if you doubt, try next time you are pulled over for a traffic violation and see if the cop just thinks its silly.
