Force-sensitive people chosen for training, but after years still havn’t made the grade, and apparently never will? Washouts? If so, what becomes of them?
Non-canonically, there are Dark Jedi, and untrained Force users, amongst others, that are antagonists in various Expanded Universe novels and comics and games and whatnot.
The backstory for Knights of the Old Republic II: The Sith Lords had failed Jedi packed off to the planet Telos, to live and work in harmony with nature (i.e. mostly as farm labourers.) At least, that’s what they did until Telos got blasted down to bedrock during the war.
I suppose it’s as “canon” as anything else in the expanded universe. (It always confused me, because I’m a Doctor Who fan, and I thought Telos was the home planet of the Cybermen. [Apart from Mondas, that is. And Planet Fourteen.])

To use a religious metaphor, there might very well be people who have Force sensitivity and maybe even know a few tricks of the trade, but only the Jedi Council have the authority to “anoint” legitimate Jedi.
To prevent a disgruntled ex-apprentice from going over to the Dark Side, they probably give them alright paying but ultimately mundane jobs (like secretarial, cleaning up the grounds, etc.) and kept in touch with on a regular basis. (Again, using the religious metaphor, this would be the difference between a regular monk who just took the vows for whatever reason and an ordained priest who is only supposed to apply if he feels a Calling. They’re on a slightly higher level than the laity, but they’re basically the bottom of the pecking order as far as everyone else is concerned.)
At least one game has a Failed Jedi character sheet for playable characters.
Come to think of it, “Van Wilder” sounds like a Jedi name.

It goes on to say (in a roundabout way) that most “failed Jedi” go on to work in one of the various Jedi Corps (AgriCorps, ExplorCorps, and MedCorps.)
Now, whether you want to accept the roleplaying game as cannon is up to you, but the topic has at least been given some thought.
