To share. Sites you can upload a non-image file to and then post a link to?
Not like Yahoo briefcase, where you need password access.
More like TinyPic.com but for non-image files.
I’d like to post a spreadsheet that people could download and modify, then they could upload their changes to a new file.
While it’s possible to take a screen print of the spreadsheet, and show it as an image, nobody would want to re-enter it.
I was going to recommend that you check out dropload.com - but it doesn’t have the editing capabilities you’re looking for, it’s more of a sharing site, without the ability to edit it. They would have to then re-upload it and share it again.

Google offers online spreadsheets. Maybe they could just edit it online.
Maybe docs.google.com? You can upload word documents and spreadsheets and apparently there’s some way to make certain files public.
Actually what Improv Geek mentioned sounds like what the OP is asking about, if I understand correctly: files can not be edited without downloading, and users who have made edits need to upload a new version.
Does it require passwords, though? That was another requirement.

Yeah, the password thing is a tricky feature. With Yahoo Briefcase, once you give someone the password they can delete the file. Same with Google.
Not sure about dropload.com but I will try it. Although there the limit is 7 days, which may be too short for posting on some of the slower tech websites.
I may have to break down and buy a site, although with so much free on the web I wonder why it’s restricted to only a few file types. They get their banners ads vied, so what more do they want?
Well, I almost found a site that works. http://storeandserve.com
But it has several major flaws.
One is that identical file names are confused. I loaded a default file name of book1.XL and it delivered back someone else’s with the same name!
And it takes several non-obvious steps to even get to the file.
So I changed the name to something unique but instead of just downloading it tried to open the spreadsheet in the browser, hanging that.
So I changed the extension and it gave me a normal download, but then the recipient has to change it back to open it.
And any reader can delete your file.
It’s like they know what people want, a simple no-sign-up way to upload and share, but haven’t actually tried to do it. Maybe they will have a Version 2 later.
I think you are making things harder for yourself by worrying about users deleting the file. If they have the ability to edit it, they can muck it up to an unusable state anyway.
In either case, you are taking a big risk if you don’t have another copy saved as backup.
