I think the joke is just that Tobias is pretending not to know The Wizard of Oz, ‘the gay movie.’
…and we know darn well that Tobias knows that movie. He was “Dorothy” in prison and all. It’s sort of like the “Tobias, walking down a street he had been on many times before…” joke
Plus Maebe mentioned in the same episode that Tobias auditioned for Wicked, the musical prequel to The Wizard of Oz (perhaps to play Dorothy?).

I think any Judy Garland movie is considered “gay”. Not seriously of course, but for quick jokes and pop culture references and all, make the gay character a fan of a Judy Garland movie and ta da! Comedy!
Why is being a Judy Garland fan a sign of homosexuality? Is she a lesbian? Gay-rights activist? Is it because of her movies?
She sings! She dances! She was a horrible mother who died of a drug overdose!
She just became a gay icon. Same as Liza Minelli or Kylie Minogue. Don’t try to understand it, I don’t think there really is a rational explanation.
I know what OCD is, but I didn’t get the “OC Disorder” joke.
We were laughing so hard at the racist old lady that if it weren’t for closed captioning we would have missed the line: “We’ll go ahead and tell you. She’s the one that dies.”

Various people on the show have referred to Orange County as “the OC” (like the Fox show), and Michael always responds “Don’t call it that”. So when talking about OCD, Tobias called it “the OC Disorder” and Michael again says “Don’t call it that.”
Quintuplets brilliant? I don’t think so.
