2)You are right full access can mean a lot of things. However in the context that was understood by the Ethiopian and Eritrean people was that Ethiopia would have little to no resticed use of the port. I could be mistaken.

  1. Eritrea and Sudan have very much mingled in each others affiars quite a lot. When Eritrea was fighting Ethiopia for independence Sudan was used as a safe haven for tons of refugees. Any Eritrean or Ethiopian who wanted to escape the Derg (Mengistu’s communist Government) went to Sudan.

Almost 90% of all Eritreans who live outside of Eritrea left through Sudan. Also 1 out of 4 of all Eritreans who are alive are living in Sudan in many of the worlds oldest refugee camps.

When Eritrea got its independence the new government started to reparte all of the Eritrean refugees back. That was 8 years ago and they are not finished yet.

Today Asmara has the head quarters of the SPLA (Sudan People’s Liberation Army) which has been warring with the northren muslim government in the current civil war. The southren Christian and Animist(tradishnial beliefs) Sudanise have been long oppressed by the Muslim north, and Eritrea (half/half Christian and Muslim) often serves as a modirator between the two.

Sudan and Eritrean ties have always been shaky, but stable.
