That was the original usage and is still the most common. I’ve heard the term being applied generically to anyone who illegally enters the country by any means, but that doesn’t make a lot of sense.
And no, it is not an ethnic slur. There’s no indication of the skin color or point of origin of the person performing the illegal entry.
