I believe it’s been out for months.
I usually held off on all the spoiler chapters until I could read the whole book and get the intended experience. I was bummed with ADWD, said fuck it, and read the Theon chapter right when that was released, but I’ve calmed down a bit and think I’ll hold off on this one.
It came out Jan 8 - but I hadn’t seen any mention here. So, seriously guys, get on the ball !

I just realized I’m going to have to read ADWD again, because I can’t for the life of me remember where Arianne and Theon were at the end of it.
Well, you’ll probably just have to read it again in 7 years when Winds of Winter comes out, so there’s probably no rush. 
I don’t think we’ve seen Arianne since a *Feast for Crows *- she was under house arrest after her plot fell apart (the linked preview chapter starts with a bit of a recap).
As for Theon he’d managed to escape from Winterfell with Jeyne Westerling by the end of a A Dance with Dragons. He’d linked up with Stannis’ army I think.
Oh good, that’s the last thing I remembered about each of them.
