It would be in America, where the prudes run the show in matters of network and basic cable television. Most other western countries, it’s amusing but not particularly daring or radical.
Just goes to show how far American usage is installing itself in the culture of other countries, seeing as there are no wild beaver in Australia. And yes, 'tis a clever ad.
Reminds me of this commercial for Molson Canadian (this commercial, of course, has little to do with either Australians or tampons)
It’s raising eyebrows. I hadn’t seen the ad on TV, my first exposure to it was via a webnews article about the number of complaints it had generated.

It mostly seems to be appearing on Foxtel at the moment. Haven’t seen it on Free to Air, but then I don’t watch those channels very frequently.
I’m not arguing that Australia doesn’t have its share of prudes. An advertisement like this will always get some complaints.
But in the US, there would probably be nationally-prominent conservative organizations all over it, denouncing it as another sign of civilization’s decline. And if it aired on network TV, it wouldn’t surprise me if the FCC had something to say about it as well.
There are lunatics everywhere, but in some parts of American culture, they pretty much run the asylum.

We currently have an erectile disfunction ad showing here where men play the piano with their penises, so I think the people complaining about this ad need to get some perspective. Beaver is a feminist issue!
Although I do think it’s a little creepy when the guys on the beach stop and leer at her beaver…
Just to add: the above ad is reasonably work safe. If your boss doesn’t mind you goofing off watching any Youtube, he or she probably won’t mind this. If you’re volunteering for your local Baptist community, you might want to think twice though.
