*Sort of and chronologically. He was born in the U.S. but his parents moved to Mexico when he was a baby where he learned Spanish. He did not learn to speak English until his parents moved back to the U.S. when he was in elementary school. He said it was a miserable adjustment at the time when Spanish was his first language, but he now thinks in English and speaks very little Spanish.

Lugosi didn’t speak English when he first arrived in America in 1921. But he certainly had learned English by the time he made Dracula ten years later. He never however lost his accent.
