One night I actually had one turn around and ask me to be quiet while he was on the phone! I bet he wishes now that comment had stayed in his head.
Look… you are under my employ when that meter is running so get off the phone and concentrate on your job, which is to transport me to my destination, safely and efficiently.
Secondly, I may not notice or care that you have a headset on, but you are to be listening for any instruction I may have, and if you are to speak it is to ask me for instruction,small talk notwithstanding.
