The gist is charging people on bikes with reckless driving if they violate traffic rules and injure someone, which is certainly possible - a reasonably powerful cyclist can easily get up enough momentum to hurt or kill a pedestrian he crashes into. The article describes two cases of drunken cyclists striking pedestrians, in one case inflicting serious injury, the other fatally.
