I understand WHY it’s happening (those pieces of cardboard are what often counts as retail stock of PC games these days) but it still struck me as silly.

There are quickmatch and server browser options. So I think the answer to your question is both.

EA announced that (starting tomorrow, I believe) when any one member of a group is Premium-enabled, the entire group will be able to play on Premium DLC maps. However, non-premium players will not have access to any special weapons or awards particular to the DLC and any experience they earn will be banked. Should they ever buy the Premium pass, they will retroactively be awarded the experience. Obviously the idea here is to let people play with their friends while still trying to entice them to cough up for their own Premium pass.
