The problem is that the only legal entity which can do this was, for the bulk of those years, no more than a rubber stamp for whatever the President wanted. Regrettibly, when power shifted from the Republicans to the Democrats, the Democratic leadership stated that there would be no impeachment of Bush as they didn’t want to appear to be doing a “tit for tat” over the whole Clinton flap.
