Depends on what the protest was and how severely anyone was hurt. If the police disapproved of the protest and could get away with not catching the guy, they might well not do so. The police do not make the law or justice, but they do have an enormous amount of latitude in how the law is executed, in that, if they choose to let you off with a warning, you effectively cannot be prosecuted.
