This, plus within bikinis there are some which are intended to be comfortable and stay put, and others which are intended to do anything but. A head-to-toe dress can be extremely inmodest, too.

Just for fun I checked with my SIL who was born, raised, and currently living in Brazil.
She disagrees quite a bit and is aghast at the thought of anyone showing up at a formal function in a bikini.

BTW, is this OP from a time warp, or something? Who here has, or has heard any, complaints about the immodesty of bikinis since about 1963, or whenever pushbuttons were added to car radios? Am I the only one who thinks this?

For reference, bikinis are not permitted as swimwear at my daughter’s girl scout camps or at middle or high school for the swimming unit. Girls MUST wear one piece or “tankini” type suits the cover the midriff.
I would assume this is because bikinis are seen as immodest when on nubile fourteen year old girls. Even in places where swimwear is appropriate.
I think its a crock. Though in middle school, where there is a lot of sexual harassment shinanigans, I think wearing clothing where it isn’t possible for someone to pants you in the pool or steal your top is probably a good idea. However, that isn’t because bikinis are immodest, its because middle school boys can be jerks.

If a woman has a figure for a bikini I don’t think they are immodest. Back when I still had a slender figure I wore one but I sure wouldn’t wear one today!
Because I am long of body and shorter of leg, 2 piece bathing suits were much more comfortable for me.
They’re certainly not “modest” but they’re not scandalous either (usually). And as mentioned above, there’s a very wide range of modesty or lack thereof.
As my high school history teacher used to say “Who the hell cares?” His point in using that question repeatedly was not to elicit our typical “Not us” reply, but to emphasize significance versus mere fact.
With bikinis it really depends on the woman’s body type whether they can pull it off. I mean, if you look something like this then a bikini will look approrpriate for your body type. But if you neglect your body and end up looking like this instead you may spend the whole time at the beach having people frantically try to roll you back into the ocean. So it depends.
As a matter of personal taste, I agree with you: I’d rather see the former than the latter. But as a matter of policy, any damned person can wear any damned thing they want, and anyone who calls them out for it should be shamed.
Advice on what uses one’s assets to best advantage would be a different thing altogether.

Meh. Sometimes I wear a bikini, sometimes I don’t. Depends on where we are going and what activity. I am certainly NOT a bikini model, but it’s not like a one-piece (swim-burkas aside) actually hide anything.
I just do not consider bikinis immodest. If I hear that Woman X has worn a bikini, it’s about like hearing that Woman X has worn a pair of blue jeans … my opinion of her doesn’t change. I don’t think of her as more edgy and sexy. Hell, my mother has worn bikinis.
