Bill Clinton's legacy II-the Americorps program

Now that we have a President-elect (well, maybe!), we can get around to discussing someof Clinton’s legacies. As Shakespeare said …“the evil that men do lives on after them, the good is oft interred with their bones…”
I am particulary interested in the “Americorps” thing-does anybody know what this program has actually accomplished? Any info you have would be appreciated!

AmeriCorps existed as VISTA (the “domestic Peace Corps”) before Clinton but he did institute the educational stipend providing $4000+ to go toward further education following a year of service. Volunteers are placed with social service agencies and provide a motivated free-to-the-agency worker. I worked as a VISTA in the Bronx and some of the low-income and formerly homeless women I worked with became VISTAs as they could get work experience and contribute to the agency and their PA checks would not be decreased. A good thing for everyone concerned, but I’m not sure with the “reforms” if it still works that way.
