They make a gadget that does just this. It’s a handheld electromagnet that you plug in the wall. You turn it on, put it on the tape case, move it around a bit, then slowly pull away. You get one at Radio Shack for $10 or so.
I know putting a magnet up against it won’t demagnatize it evenly, but I don’t know if that’s such a bad thing. Perhaps a magnet will work as well.
AKA a bulk eraser.
When powered, do remember to keep it away from credit cards, pacemakers, etc.

And concerning erasing a tape, if you just have some kind of incriminating evidence on a tape that you want to get rid of, just record something over it.
You don’t have to make a tape blank before you can record something else on that tape. Is that why you wanted to know?
You can just record over it.
