I can’t believe nobody has correctly answered this INCLUDING Cecil!! You really should consider getting something like… oh, the Internet, maybe, so you can look these things up. Anyway, it’s “Revved up like a deuce, another runner in the night”. “Deuce” is cop slang for a drunk driver, thus the “revved up” part.

You can find any old rubbish on the internet alongside, or piled five feet deep on top of, the truth. As has been pointed out earlier in this thread Bruce Springsteen says he meant “deuce” as in “cool car”. What are these internet sources of yours that trump Bruce Springsteen’s statment on what Bruce Springsteen’s song lyrics mean?
