I’ve been trying to ask this in a way that won’t cause anyone to get upset, but gave up. So here goes:
Asian women, by and large, have small chests. Yes, there are exceptions to the rule, I’ve known a few, but the majority I see aren’t well endowed.
So which race (which is the wrong word, but I’m having a mental block) has the opposite? A friend suggested Swedish (middle European?) but that was just a guess.
I wonder what sort of television programs he has been watching…

Sorry, The Swedes are rather well known in Europe for their ‘adult’ entertainment industry.
As regards your question; I’m not sure that it’s going to be easy to get a definitive answer as there are so many factors involved (your observation about Asian women will be the result of genetic, dietary and cultural factors, not to mention that it won’t be based on a random sample).
Still, if there is an answer, then somebody here will find it for you (even if they have to do the research themselves by painstakingly submitting to hours of intensive study of breasts).

I don’t have a cite, but I read somewhere once that Sweedish women had the highest percentage of women at C cup or above. (24% maybe?)

My guess would be black women, just from observation.
An ex-roommate, a German, told me he thought Americans had the largest breasts, and he guessed it was the growth hormones we jam down the mouths of beef cattle and then consume at McDonalds.

As someone who is concerned about such things (I buy organic milk and garden organically myself) I can tell you that, according to every study I can find, it just ain’t so. The growth hormones do have horrible side effect for the cows (far greater rates of infection and illness) but don’t have any effect on humans. Apparently, the hormones that cows produce are differently sized than those produces by us, so they pass through without being used.

Well, through painstaking, ah, research, I have seen quite a few “medical” photographs of Asian women with rather large chests.
Actually, in most cases I’ve always seen most women as having breasts that most fit their frame. With rare exceptions, petite women have petite breasts, and full-figured women have, well, full figures.
If there were any racial thing going on, it would probably be that Asian people are more “compact” than most. But I really don’t think that has much to do with anything. I don’t think it’s even that true.
Besides, if one race had the market cornered in the breast department, wouldn’t they have spread their genes and conquered the world by now?

My take: American woman seem the most likey candidates for the best-endowed title. I arrive at this theory based on the assumptions that A) the measurement in consideration is cup size,not absolute bust measurment, B) American women have the most ready access to adequate (and, indeed, excessive) nutritional resources, enabling development to run its fullest course, and C) despite years of puritanical cultural mores, large busts have nontheless been selected for over other body types at a higher rate than in Europe, Africa, South America, and Asia.
However…
This does not speak to ethnic-bust diversity. Based on the above assumptions, though, the portion of society with the most access to nutrition, and with the strongest and/or longest standing prediliction towards large breasts (among the likey suitors) would seem to be the best candidate. If wealth is assumed to be the best indicator of nutritional plenty, and the preferences are filled in with cultural stereotypes, then the American Caucasian Woman would seem to hold the title, especially those in wealthy families.
Now to test the hypothesis with some hands-on research…
