I thought of him, too, but Emperor Taisho works, too, as he was the de jure ruler of the entire empire from 1912 until 1926, which includes rule over the recently annexed Korea. (Granted, he was pretty much impotent throughout his reign, politically and mentally, but he was still technically ruler, even if he ruled through a Resident-General). So I am not required to grant a DQ.
