Sesame Street started in 1969, so it could that. But I can’t think of a female E character - Ernie’s male, and Elmo (who I think is also male) came along way after 1970.
Mr. Rogers started in the 60s as well and had the “Land of Make Believe” segment. I didn’t watch him and neither did my kids, so I don’t know any names from that.
