Who the heck did that song? What’s its title? Something like “electric dog”? It’s in the background of a cellphone ad where the guy sends the message from his cellphone to a girl’s cellphone in a noisy party.

Thinking about the guy temporarily malfunctioned my brain… I think you can find samples of the Atomic Dog song in Snoop Dogg’s rap songs. I think it is in ‘what’s my name’
Snoop Dogg first said that line on Dr. Dre’s album “The Chronic.” I think it was in the song Dre Day.
The song was titled “Dog Talk” and IIRC, the group was named “K-9 Corps”. It sampled heavily from the original, so it wasn’t a bad little ditty at all.
