Bowie's Warszawa lyric - language?

A Polish friend of mine requested that I play David Bowie’s song “Warszawa” for her as she used to live there & was curious about it. To her surprise (& subsequently mine), “it’s not Polish.”

This is the meat of the simple lyric (repetition removed):


So-lavie di-le-jo

He-li venco -de-ho
Chi-le venco de-ho

Malio

He-libo se-yo-man

I thought this was Polish spelled out for English speakers to pronounce, but if it is it’s too garbled for her to have made out. What’s up with this? What’s the language, what does it mean?

Mods, feel free to move to Cafe Society but I thought this was more a linguistics thing.

According to this and other sources, it’s an imaginary, made-up language.
