They are wiped before the semi-finals, to prevent players from missing the final for two yellows.
The yellow cards are wiped after the quarter-finals, so you have to play the first five games of the tournament (group round; round of 16; quarter-final) without picking up two yellows.
The reason for this change was to ensure that no-one could miss the final by getting a yellow in the semi-final, as happened to Michael Ballack in 2002.

I prefer Webb’s more lax attitude to yellow cards. A few of the last world cups have been almost ruined by card happy referees.
The problem is that if you don’t give yellow cards when they’re warranted, you encourage players to believe that they can continue to get away with fouls, which slows the game down and ruins it at least as much as the occasional yellow card.
