No, giving money to abstinence-only programs which are worse than useless instead of giving free condoms and educating (and empowering) women on how to use them is not a positive act. From what I’ve heard (no cite) he activly cut funding to those programs that promoted condoms.
As with most US “foreign aid” you only get credit for aid that helps the people over there, not what’s good for your own economy or what fits into your ideology.
Unfortunately, it’s being kept in the same vault as Obama’s (real!) birth certificate.

That is correct. On the BBC World Service I heard some heart-rending tales from various third world places who lost funding because they provide contraceptive advice. One even lost its funding just for having a poster.
