Doesn’t need a “Plan B”, so long as he controls the narrative. He can establish the required benchmarks, and he can declare those benchmarks wholly fulfilled. Or Congress can define the benchmarks, and he can declare them wholly fulfillied.

If all our people end up grabbing helicopters from the Republic of Greenzonia in a full scale bugout, he will stand there and say “Hey! You wanted a re-deployment! I gave it to you!”
